The development has to produce about $125 million in taxable property values to pay the public costs of the project.Those costs, estimated at $79.6 million, include about $13 million in public utility improvements that will make development possible in part of downtown Richmond that has been stunted by the 100-year floodplain along Shockoe Creek, which is piped under the area to the James River.
